The IRS has unveiled the draft version of the 2025 Form W-4, Employee’s Withholding Certificate. This draft, released on September 13, 2024 includes several key updates and changes aimed at improving clarity and usability for employees.
Key Updates:
- Expanded Guidance: The instructions on Page 2 now feature a more comprehensive list of scenarios where employees should use the IRS’s Tax Withholding Estimator. This includes situations such as:
- Filling out the form after the start of the year
- Expecting to work only part of the year
- Experiencing life changes that affect withholding (e.g., changes in marital status or number of dependents)
- Receiving nonemployment income
- Shorter List Note: A condensed version of this list has been added between Step 1 and Step 2 of the form for quick reference.
- Placeholder Dollar Amounts: Most dollar amounts in the form’s worksheets have been replaced with placeholders, which will be updated once the IRS determines the final values.
