This article was updated on November 9, 2023. Account takeover fraud is a huge, illicit business in the United States with real costs for consumers and the organizations that serve them. In fact, experts predict that by the end of 2023, account takeover losses will be over $635 billion. With consumers' data, your reputation, and your organization's financial picture on the line, now's the time to learn about account takeover fraud and how to prevent it.  What is account takeover fraud?  Account takeover fraud is a form of identity theft where bad actors gain unlawful access to a user's online accounts in order to commit financial crimes. This often involves the use of bots.  information that enables account access can be compromised in a variety of ways. It might be purchased and sold on the dark web, captured through spyware or malware or even given “voluntarily" by those falling for a phishing scam.  Account takeover fraud can do far more potential damage than previous forms of fraud because once criminals gain access to a user's online account, they can use those credentials to breach others of that user's accounts.  Common activities and tools associated with account takeover fraud include: Phishing: Phishing fraud relies on human error by impersonating legitimate businesses, usually in an email. For example, a scammer might send a phishing email disguising themselves as a user's bank and asking them to click on a link that will take them to a fraudulent site. If the user is fooled and clicks the link, it can give the hackers access to the account.  Credential stuffing/cracking: Fraudsters buy compromised data on the dark web and use bots to run automated scripts to try and access accounts. This strategy, called credential stuffing, can be very effective because many people reuse insecure passwords on multiple accounts, so numerous accounts might be breached when a bot has a hit. Credential cracking takes a less nuanced approach by simply trying different passwords on an account until one works.  Malware: Most people are aware of computer viruses and malware but they may not know that certain types of malware can track your keystrokes. If a user inadvertently downloads a “key logger", everything they type, including their passwords, is visible to hackers.  Trojans: As the name suggests, a trojan works by hiding inside a legitimate application. Often used with mobile banking apps, a trojan can overlay the app and capture credentials, intercept funds and redirect financial assets.  Cross-account takeover: One evolving type of fraud concern is cross-account takeover. This is where hackers take over a user's financial account alongside another account such as their mobile phone or email. With this kind of access, fraudsters can steal funds more easily and anti-fraud solutions are less able to identify them.  Intermediary new-account fraud: This type of fraud involves using a user's credentials to open new accounts in their name with the aim of draining their bank accounts.  This is only an overview of some of the most prevalent types of account takeover fraud. The rise of digital technologies, smartphones, and e-commerce has opened the door to thieves who can exploit the weaknesses in digital security for their own aims. The situation has only worsened with the rapid influx of new and inexperienced online users driven by the COVID-19 pandemic.  Why should you be concerned, now?  Now that digital commerce and smartphone use are the norm, information used to access accounts  is a security risk. If a hacker can get access to this information, they may be able to log in to multiple accounts.. The risk is no longer centralized; with every new technology, there's a new avenue to exploit.   To exacerbate the situation, the significant shift to online, particularly online banking, spurred by the COVID-19 pandemic, appears to have amplified account takeover fraud attempts. In 2019, prior to the pandemic, 1.5 billion records — or approximately five records per American — were exposed in data breaches. This can potentially increase as the number of digital banking users in the United States is expected to reach almost 217 million by 2025. Aite research reported that 64 percent of financial institutions were seeing higher rates of account takeover fraud than before COVID. Unfortunately, this trend shows no sign of slowing down. The increase in first-time online users propelled by COVID has amplified the critical security issues caused by a shift from transaction fraud to identity-centric account access. Organizations, especially those in the financial and big technology sectors, have every reason to be alarmed.  The impact of account takeover fraud on organizations  Account takeover can be costly, damage your reputation and require significant investments to identify and correct.  Protection of assets  When we think of the risks to organizations of account takeover fraud, the financial impact is usually the first hazard to come to mind. It's a significant worry: According to Experian's 2023 U.S. Identity and Fraud report, account takeover fraud was among the top most encountered fraud events reported by U.S. businesses. And even worse, the average net fraud loss per case for debit accounts has been steadily increasing since early 2021. The costs to businesses of these fraudulent activities aren't just from stolen funds. Those who offer credit products might have to cover the costs of disputing chargebacks, card processing fees or providing refunds. Plus, in the case of a data breach, there may be hefty fines levied against your organization for not properly safeguarding consumer information. Add to these the costs associated with the time of your PR department, sales and marketing teams, finance department and customer service units.  In short, the financial impact of account takeover fraud can permeate your entire organization and take significant time to recoup and repair.  Protection of information  Consumers rightfully expect organizations to have a solid cybersecurity plan and to protect their information but they also want ease and convenience. In many cases, it's the consumers themselves who engage in risky online behavior — reusing the same password on multiple sites or even using the same password on all sites. These lax security practices open users up to the possibility of multiple account takeovers. Making things worse for organizations, security strategies can annoy or frustrate consumers. If security measures are too strict, they risk alienating consumers or even generating false positives, where the security measure flags a legitimate user.  Organizations are in the difficult position of having to balance effective security measures with a comfortable user experience. Reputation  When there's a data breach, it does significant damage to your organization's reputation by demonstrating weaknesses in your security. Fraudulent account take-overs can affect the consumers who rely on you significantly and if you lose their trust, they're likely to sever their relationship with you. Large-scale data breaches can sully your organization's reputation with the general public, making consumers less likely to consider your services. How to build an account takeover fraud prevention strategy  There are numerous ways to build an account takeover fraud prevention strategy, but to work for your and individual consumers, it must pair robust risk management with a low friction user experience.  Here are some of the key elements to an account takeover fraud prevention strategy that hits the right notes.  Monitor interactions The risk of account takeover is constant so your monitoring should be as well. A layered, proactive and passive fraud prevention program can monitor your interactions, reduce false positives and keep track of consumers' digital identities. Use the right tools When it comes to fraud prevention, you've got plenty of choices but you'll want to make sure you use the tools that protect you, as well as consumer data, while always providing a positive experience. As consumers conduct more activities online, the use of digital identity verification methods is becoming increasingly important. In this article, we explore how a streamlined initial verification process and continual authentication can help you build consumer trust and loyalty, as well as protect your business.  What is identity verification?  Online identity verification is the process of digitally confirming the identity of a user. Whether you’re reviewing an account application or approving an online transaction, you need to know that the person you’re dealing with is who they claim to be.  Technology can help bring traditional identification verification methods online, such as checking a photo ID. Additionally, people and organizations have more digital “fingerprints” than ever before, which digital identity solutions can use to authenticate users with increased accuracy and less friction.  What do online identity verification methods help solve?  A well-designed and implemented online identity verification process can help address fraud, compliance and customer demands all at once. Verifying someone’s identity when they first create an account could be an important part of the know your customer (KYC) and customer identification program (CIP) requirements. For instance, this can help verify the name, address, device details and other information associated with a phone number.  Document verification. There are services that ask consumers to snap and upload a picture of the required document, like a driver’s license, passport, visa or national ID card. These may be verified with 2D or 3D facial recognition with liveness detection (e.g., verifying the user is human) or validating whether the document is real by verifying things like magnetic ink, the machine-readable zone and the barcode are genuine. One-time passwords. A one-time password is sent to a user’s phone or email during an application process to verify that they can access the account or device. Multifactor authentication. A service for existing users who can verify their identity with a combination of different factors, such as a password or biometrics (a method that measures unique physiological characteristics using fingerprints and face recognition). Knowledge-based association questions. These are questions that users answer to verify their identity. The questions may be based on their previous answers to “secret questions” or information from a credit bureau. Behavioral analysis. A service that verifies identity by comparing how a user interacts with a website or app to their previous behavior or an average user’s behavior. Environmental attributes, such as time and location, may also be considered. This technique requires no effort from the consumer. To keep up with increasing consumer and business demand, online identity verification processes may use artificial intelligence and machine learning techniques to complement the digital and manual processes. Some methods, such as consistency checks on a device and behavioral biometric assessments, can also help offer an “invisible” approach to verification. Even small behavioral traits, such as a user’s scrolling style or finger pressure, could be important data points. These invisible methods may be welcomed as a low-friction approach by consumers, who are increasingly aware of the lack of security that comes from only using passwords as an identity verification method. In Experian’s 2024 U.S. Identity and Fraud Report, 71 percent of consumers said physical biometrics are most important for a better online experience, followed by PIN codes sent to a mobile device (70 percent) and behavioral biometrics (66 percent). As 2023 unfolds, rental housing owners and operators find themselves faced with a slightly different market than in the recent past. While rents are still high, rent growth has slowed somewhat, and the prospect of a cooler U.S. economy means more renters could be facing economic hardships in the months ahead. So, who is today's renter? In The State of the U.S. Rental Housing Market, a new report from Experian, we uncover that today’s renters are typically younger. According to our data derived from Experian RentBureau® and our analysis, 68.8% of today’s renters are either millennials (41.8%) or Gen Z (27%). Meanwhile, 17.3% are Gen X, 11.9% are baby boomers and only 2.2% are from the Silent Generation. Similarly, when you look at the renters who have a higher propensity to move — and thus need a new apartment or home to rent — they tend to skew younger. Our analysis shows that, of the renters who made two or more moves during the last two years, 43.2% were Gen Y (millennials). The younger Gen Y segment accounts for 25.2% of the frequent movers. As the population of renters has increased over the past decade, the concentration of growth appears to be among households earning $75,000 or more in annual income. About 7.6 million of these households were renters in 2009; by 10 years later, that figure had increased to 11.2 million. What is their financial status? Also, by some measurements, U.S. consumers — and, by extension, renters — improved their financial standing during the pandemic era. Credit scores rose as consumers used stimulus payments to pay down debt and save, but this trend is starting to normalize. The median conventional credit score rose above 700 in 2022, up from just above 680 in 2019. Still, according to Experian RentBureau, 63% of all renter households are low- to moderate-income earners, meaning they make less than 80% of the area median income. Furthermore, the average renter spends 38.6% of their income on rent. Households that spend more than 30% of their income on housing costs — including rent or mortgage payments, utilities and other fees — are considered “housing cost burdened” by the U.S. Department of Housing and Urban Development. After a period of historic, double-digit rent growth and razor-thin vacancy rates, the rental housing market has shown some signs of softening in recent months. And economic uncertainty still looms. The potential of a downturn this year and the existing economic strains faced by large swaths of renters may impact many rental-housing owners and managers nervous about their ability to find renters who can fulfill their lease terms. In The State of the U.S. Rental Housing Market, a new report from Experian, our data scientists and analysts offer key insights into the U.S. housing market and its impact on renters. The analysis in this report is derived from synthesizing various data samples and sources, including Experian credit attributes and models as well as data from the U.S. Census Bureau and Experian RentBureau®. Experian RentBureau is the largest rental payment database and contains over 4.4 million transactions and more than 25 million renter profiles. This report yields three major takeaways: Soaring interest rates and a slowing mortgage sector over the last year have taken heat out of the homebuying market, leading to more renters remaining in the renter pool. Inflation and other economic strains continue to squeeze renters’ finances. As rent prices increase and negative payment activity becomes more frequent, rental-housing owners and operators are striving to grow without expanding default risk and need to find renters with the best chances of fulfilling the terms of their leases. Among the report’s other notable findings: The average renter spends 38.6% of their income on rent. Households that spend more than 30% of their income on housing costs — including rent or mortgage payments, utilities and other fees — are considered “housing cost burdened” by the U.S. Department of Housing and Urban Development. Experian data shows 28% of renters with negative payment activity in 2022 (negative payment activity is defined as having late charges, insufficient funds, write-offs or outstanding balances). The figure represented an increase of 5.7 percentage points from 2021 and 3.8 percentage points from 2020. Also of note, low-to-moderate income renters are twice as likely to have a negative payment activity compared to other renters. Rent-to-income ratios are highest in the West and the Northeast. Among all 50 states, the leaders are Washington D.C. (40.9%), California (39.7%), Washington state (35.6%), Utah (35.6%) and New York (35.3%). More than half of U.S. businesses say they discuss fraud management often, making fraud detection in banking top-of-mind. Banking fraud prevention can seem daunting, but with the proper tools, banks, credit unions, fintechs, and other financial institutions can frustrate and root out fraudsters while maintaining a positive experience for good customers. What is banking fraud? Banking fraud is a type of financial crime that uses illegal means to obtain money, assets, or other property owned or held by a bank, other financial institution, or customers of the bank. This type of fraud can be difficult to detect when misclassified as credit risk or written off as a loss rather than investigated and prevented in the future. Fraud that impacts financial institutions consists of small-scale one-off events or larger efforts perpetrated by fraud rings. Not long ago, many of the techniques utilized by fraudsters required in-person or phone-based activities. Now, many of these activities are online, making it easier for fraudsters to disguise their intent and perpetrate multiple attacks at once or in sequence. Banking fraud can include: Identity theft: When a bad actor steals a consumer’s personal information and uses it to take money, open credit accounts, make purchases, and more. Check fraud: This type of fraud occurs when a fraudster writes a bad check, forges information, or steals and alters someone else’s check. Credit card fraud: A form of identity theft where a bad actor makes purchases or gets a cash advance in the name of an unsuspecting consumer. The fraudster may takeover an existing account by gaining access to account numbers online, steal a physical card, or open a new account in someone else’s name.  Phishing: These malicious efforts allow scammers to steal personal and account information through use of email, or in the case of smishing, through text messages. The fraudster often sends a link to the consumer that looks legitimate but is designed to steal login information, personally identifiable information, and more. Direct deposit account fraud: Also known as DDA fraud, criminals monetize stolen information to open new accounts and divert funds from payroll, assistance programs, and more. Unfortunately, this type of fraud doesn’t just lead to lost funds – it also exposes consumer data, impacts banks’ reputations, and has larger implications for the financial system. Today, top concerns for banks include generative AI (GenAI) fraud, peer-to-peer (P2P) payment scams, identity theft and transaction fraud. Without the proper detection and prevention techniques, it’s difficult for banks to keep fraudsters perpetrating these schemes out. What is banking fraud prevention? Detecting and preventing banking fraud consists of a set of techniques and tasks that help protect customers, assets and systems from those with malicious intent. Risk management solutions for banks identify fraudulent access attempts, suspicious transfer requests, signs of false identities, and more. The financial industry is constantly evolving, and so are fraudsters. As a result, it’s important for organizations to stay ahead of the curve by investing in new fraud prevention technologies. Banking uncertainty creates opportunity for fraud The recent regional bank collapses left anxious consumers scrambling to withdraw their funds or open new accounts at other institutions. Unfortunately, this situation has also created an opportunity for fraudsters to take advantage of the chaos. Criminals are exploiting the situation and posing as legitimate customers looking to flee their current bank to open new accounts elsewhere. Financial institutions looking to bring on these consumers as new clients must remain vigilant against fraudulent activity. Fraudsters also prey on vulnerable individuals who may be financially stressed and uncertain about the future. This creates a breeding ground for scams as fear and uncertainty cloud judgment and make people more susceptible to manipulation. Beware of fraudulent tactics Now, it is more important than ever for financial institutions to be vigilant in their due diligence processes. As they navigate this period of financial turbulence, they must take extra precautions to ensure that new customers are who they say they are by verifying customer identities, conducting thorough background checks where necessary, and monitoring transactions for any signs of suspicious activity. Consumers should also maintain vigilance — fraudulent schemes come in many forms, from phishing scams to fake investment opportunities promising unrealistic returns. To protect yourself against these risks, it is important to remain vigilant and take precautions such as verifying the legitimacy of any offers or investments before investing, monitoring your bank and credit card statements regularly for suspicious activity, and being skeptical of unsolicited phone calls, emails, or text messages. Security researcher Johannes Ulrich reported that threat actors are jumping at the opportunity, registering suspicious domains related to Silicon Valley Bank (SVB) that are likely to be used in attacks. Ulrich warned that the scammers might try to contact former clients of SVB to offer them a support package, legal services, loans, or other fake services relating to the bank's collapse. Meanwhile, on the day of the SVB closure, synthetic identity fraud began to climb from an attack rate of .57 to a first peak of 1.24% on the Sunday following the closure, or an increase of 80%. After the first spike reduced on March 14, we only saw a return of an even higher spike on March 21 to 1.35%, with bumps continuing since then. As the economy slows and fraud rises, don’t let your guard down The recent surge in third-party attack rates on small business and investment platforms is a cause for concern. There was a staggering nearly 500% increase in these attacks between March 7th and 11th, which coincided with the release of negative news about SVB. Bad actors had evidently been preparing for this moment and were quick to exploit vulnerabilities they had identified across our financial system. They used sophisticated bots to create multiple accounts within minutes of the news dropping and stole identities to perpetrate fraudulent activities. This underscores the need for increased vigilance and proactive measures to protect against cyber threats impacting financial institutions. Adopting stronger security measures like multi-factor authentication, real-time monitoring, and collaboration with law enforcement agencies for timely identification of attackers is of paramount importance to prevent similar fraud events in the future. From frictionless to friction-right As businesses seek to stabilize their operations in the face of market turbulence, they must also remain vigilant against the threat of fraud. Illicit activities can permeate a company's ecosystem and disrupt its operations, potentially leading to financial losses and reputational damage. Safeguarding against fraud is not a simple task. Striking a balance between ensuring a smooth customer experience and implementing effective fraud prevention measures can be a challenging endeavor. For financial institutions in particular, being too stringent in fraud prevention efforts may drive customers away, while being too lenient can expose them to additional fraud risks. The rise of the digital channel lead to a rise in new types of fraud – like cryptocurrency and buy now, pay later scams.  While the scams themselves are new, they’re based on tried-and-true schemes like account takeover and synthetic identity fraud that organizations have been working to thwart for years, once again driving home the need for a robust fraud solution.   While the digital channel is extremely attractive to many consumers due to convenience, it represents a balancing act for organizations – especially those with outdated fraud programs who are at increased risk for fraud. Account takeover fraud prevention is an ideal example of how organizations can keep themselves and consumers safe. Fraud detection The only way to stop 100% of fraud is to stop 100% of interactions. These tools should monitor your systems to look for anomalies and risky behaviors and have a way to flag and report suspicious activity. What Is Identity Proofing? Identity proofing, authentication and management are becoming increasingly complex and essential aspects of running a successful enterprise. Organizations need to get identity right if they want to comply with regulatory requirements and combat fraud. It's also becoming table stakes for making your customers feel safe and recognized. 63 percent of consumers expect businesses to recognize them online, and 48 percent say they're more trusting of businesses when they demonstrate signs of security. Identify proofing is the process organizations use to collect, validate and verify information about someone. There are two goals — to confirm that the identity is real (i.e., it's not a synthetic identity) and to confirm that the person presenting the identity is its true owner. The identity proofing process also relates to and may overlap with other aspects of identity management. Identity proofing vs identity authentication Identity proofing generally takes place during the acquisition or origination stages of the customer lifecycle — before someone creates an account or signs up for a service. Identity authentication is the ongoing process of re-checking someone's identity or verifying that they have the authorization to make a request, such as when they're logging into an account or trying to make a large transaction. How does identity proofing work? Identity proofing typically involves three steps: resolution, validation, and verification. Resolution: The goal of the first step is to accurately identify the single, unique individual that the identity represents. Resolution is relatively easy when detailed identity information is provided. In the real world, collecting detailed data conflicts with the need to provide a good customer experience. Resolution still has to occur, but organizations have to resolve identities with the minimum amount of information. Validation: The validation step involves verifying that the person's information and documentation are legitimate, accurate and up to date. It potentially involves requesting additional evidence based on the level of assurance you need. Verification: The final step confirms that the claimed identity actually belongs to the person submitting the information. It may involve comparing physical documents or biometric data and liveness tests, such as a comparison of the driver's license to a selfie that the person uploads. Different levels of identity proofing may require various combinations of these steps, with higher-risk scenarios calling for additional checks such as biometric or address verification. Service providers can implement a range of methods based on their specific needs, including document verification, database validation, or knowledge-based authentication. Building an effective identity proofing strategy By requiring identity proofing before account opening, organizations can help detect and deter identity fraud and other crimes. You can use different online identity verification methods to implement an effective digital identity proofing and management system. These may include: Document verification plus biometric data: The consumer uploads a copy of an identification document, such as a driver's license, and takes a selfie or records a live video of their face. Database validations: The proofing solution verifies the shared identifying information, such as a name, date of birth, address and Social Security number against trusted databases, including credit bureau and government agency data. Knowledge-based authentication (KBA): The consumer answers knowledge-based questions, such as account information, to confirm their identity. It can be a helpful additional step, but they offer a low level of assurance, partially because data breaches have exposed many people's personal information. In part, the processes you'll use may depend on business policies, associated risks and industry regulations, such as know your customer (KYC) and anti-money laundering (AML) requirements. But organizations also have to balance security and ease of use. Each additional check or requirement you add to the identity proofing flow can help detect and prevent fraud, but the added friction they bring to your onboarding process can also leave customers frustrated — and even lead to customers abandoning the process altogether. Finding the right amount of friction can require a layered, risk-based approach. And running different checks during identity proofing can help you gauge the risk involved. For example, comparing information about a device, such as its location and IP address, to the information on an application. Or sending a one-time password (OTP) to a mobile device and checking whether the phone number is registered to the applicant's name. With the proper systems in place, you can use high-risk signals to dynamically adjust the proofing flow and require additional identity documents and checks. At the same time, if you already have a high level of assurance about the person's identity, you can allow them to quickly move through a low-friction flow. With fraud expected to surge amid uncertain economic conditions, fraudsters are preparing new deception techniques to outsmart businesses and deceive consumers. Financial institutions have gone through a whirlwind in the last few years, with the pandemic forcing many to undergo digital transformations. More recently, rising interest rates and economic uncertainty are leading to a pullback, highlighting the need for lenders to level up their marketing strategies to win new customers. To get started, here are a few key trends to look out for in the new year and fresh marketing ideas for lenders. Challenges and consumers expectations in 2023 It might be cliche to mention the impact that the pandemic had on digital transformations — but that doesn't make it any less true. Consumers now expect a straightforward online experience. And while they may be willing to endure a slightly more manual process for certain purchases in their life, that's not always necessary. Lenders are investing in front-end platforms and behind-the-scenes technology to offer borrowers faster and more intuitive services. For example, A McKinsey report from December 2021 highlighted the growth in nonbank mortgage lenders. It suggested nonbank lenders could hold onto and may continue taking market share as these tech-focused lenders create convenient, fast and transparent processes for borrowers.2 Marketers can take these new expectations to heart when discussing their products and services. To the extent you have one in place, highlight the digital experience that you can offer borrowers throughout the application, verifications, closing and loan servicing. You can also try to show rather than tell with interactive online content and videos. Build a data-driven mortgage lending marketing strategy The McKinsey report also highlighted a trend in major bank and nonbank lenders investing in proprietary and third-party technology and data to improve the customer experience.2 Marketers can similarly turn to a data-driven credit marketing strategy to help navigate shifting lending environments. Segment prospects with multidimensional data Successful marketers can incorporate the latest technological and multidimensional data sources to find, track and reach high-value prospects. By combining traditional credit data with marketing data and Fair Credit Report Act-compliant alternative credit data* (or expanded FCRA-regulated data), you can increase the likelihood of connecting with consumers who meet your credit criteria and will likely respond. For example, Experian's mortgage-specific In the Market Models predict a consumer's propensity to open a new mortgage within a one to four-month period based on various inputs, including trended credit data and Premier Attributes. You can use these propensity models as part of your prescreen criteria, to cross-sell current customers and to help retain customers who might be considering a new lender. But propensity models are only part of the equation, especially when you're trying to extend your marketing budget with hyper-segmented campaigns. Incorporating your internal CRM data and non-FCRA data can help you further distinguish look-alike populations and help you customize your messaging.
