External fraud generally results from deceptive activity intended to produce financial gain that is carried out by an individual, a group of people or an entire organization. Fraudsters may prey on any organization or individual, regardless of the size or nature of their activities. The tactics used are becoming increasingly sophisticated, requiring a multilayered fraud mitigation strategy. Fraud mitigation involves using tools to reduce the frequency or severity of these risks, ultimately protecting the bottom line and the future of the organization. Fraud impacts the bottom line and so much more According to the Federal Trade Commission, consumers reported losing more than $10 billion to fraud in 2023, a 14% increase over the previous year and the highest dollar amount ever reported. These costs extend beyond the face value of the theft to include fees and interest incurred, fines and legal fees, labor and investigation costs and external recovery expenses. Aside from dollar losses and direct costs, fraud can also pose legal risks that lead to fines and other legal actions and diminish credibility with regulators. These factors can, in turn, result in a loss of market confidence, making it difficult to retain clients and engage new business. Leveraging fraud mitigation best practices As the future unfolds, three things are fairly certain: 1) The future is likely to bring more technological advances and, thereby, new ways of working and creating. 2) Fraudsters will continue to look for ways to exploit those opportunities. 3) The future is here, today. Organizations that want to remain competitive in the digital economy should make fraud mitigation and prevention an integral part of their operational strategy. Assess the risk environment While enhancing revenue opportunities, the global digital economy has increased the complexity of risk management. Be aware of situations that require people to enforce fraud risk policies. While informed, experienced people are powerful resources, it is important to automate routine decisions where you can and leverage people on the most challenging cases. It is also critical to consider that not every fraud risk aligns directly to losses. Consider touchpoints where information can be exposed that will later be used to commit fraud. Information that crooks attempt to glean from idle chatter during a customer service call can be a source of unexpected vulnerability. These activities can benefit from greater transparency and automated oversight. Create a tactical plan to prevent and handle fraud Leverage analytics wherever possible to streamline decisions and choose the right level of friction that’s appropriate for the risk, and palatable for good customers. Consumers and small businesses have come to expect a customized and frictionless experience. Employee productivity, and ultimately revenue growth, requires the ability to operate with speed and informed confidence. A viable fraud mitigation strategy should incorporate these goals seamlessly with operational objectives. If not, prevention and mitigation controls may be sidelined to get legitimate business done, creating inroads for fraudsters. Consider implementing ways to encourage open and swift communication, such as anonymous or confidential reporting channels. Stay vigilant and tap into resources for managing risks It is likely impossible to think of every threat your organization might face. Instead, think of fraud mitigation as an ongoing process to identify and isolate any suspected fraud fast — before the activity can develop into a major threat to the bottom line — and manage any fallout. Incorporating technology and robust data collection can fortify governance best practices. What is elder abuse fraud? Financial abuse is reportedly the fastest-growing form of elder abuse, leaving many Americans vulnerable to theft scams, and putting businesses and other organizations on the frontlines to provide protection and help prevent fraud losses. Financial elder abuse fraud occurs when someone illegally uses a senior’s money or other property. This can be someone they know, or a third party – like fraudsters who are perpetrating romance scams Older consumers and other vulnerable digital newbies were prime targets for this type of abuse during the start of the pandemic when many of them became active online for the first time or started transacting in new ways. Further, the victim may associate the fraud with the bank, healthcare provider, or other businesses where the account was taken over and decide to stop utilizing that entity all together. Leasing has long been a popular choice among consumers who want to enjoy the latest vehicle models, but at a lower monthly payment. In fact, the average monthly lease payment was $127 less than a loan payment in Q2 2022. However, in recent quarters, we’ve seen leasing availability decline due to current market conditions. According to Experian’s State of the Automotive Finance Market Report: Q2 2022, leasing declined from 27.82% to 19.65% year-over-year, marking the lowest drop in quite some time. When analyzing previous data, leasing comprised 30.41% of all new vehicles in Q2 2018, decreasing to 30.04% in Q2 2019 and 26.58% in Q2 2020. There are likely a number of factors contributing to the decline of leasing over recent years, including the ongoing inventory shortages and OEMs not offering as many incentives, which may result in leasing opportunities becoming less common. Other scenarios can be consumers choosing to extend their lease, or purchase the vehicle once their lease has expired. In Q2 2022, the average monthly lease payment increased to $540, from $475 in Q2 2021. Though, the average monthly loan payment for a new vehicle surpassed $600 this quarter—coming in at $667, an $85 year-over-year increase. As automotive professionals continue to navigate through the inventory shortages and subsequent vehicle price increases, understanding the landscape and what options are available for consumers will be critical. One way to keep on top of the trends is analyzing the pricing options for the most popular leased models, which will enable more informed decisions in the months to come. Average monthly payment for top leased models As previously mentioned, there was an average payment difference of $127 between a lease and a loan in Q2 2022. However, that’s just an average, and these numbers can vary based on the vehicle type. For example, the average monthly lease payment for a Honda Civic was $363 in Q2 2022, as opposed to the average monthly loan payment of $476. In comparison, the average monthly lease payment for a Ford F-150 came in at $516 this quarter, compared to the average monthly loan payment of $832. While a pickup truck may typically have a higher average monthly lease payment than a sedan, consumers are continuing to choose larger vehicles, overall. In Q2 2022, there was only one sedan that made up the top leased vehicles—with the Ford F-150 having the highest leasing registration volume, comprising 2.3% this quarter. Rounding out the top five were Chevrolet Equinox (2.27%), Honda CR-V (2.16%), Honda Civic (2.09%), and Ram 1500 (1.81%). Despite the overall decline in leasing over the past year, it continues to be a financing option that consumers can consider amid vehicle prices increasing. Knowing what vehicles are most prevalent as well as their price points will allow professionals to create strategies that cater to the most current consumer financing preferences during their search for a vehicle that fits their needs. Earlier this year, I explored the potential impact of the end of the current Public Health Emergency (PHE). The U.S. federal government has been operating under a PHE for COVID-19 for more than 30 consecutive months since it was initially announced in January 2020. On July 15, 2022, this PHE was renewed for a tenth time. Following this latest extension, the Centers for Medicare & Medicaid Services (CMS) has released a roadmap for the end of the COVID-19 PHE. In a related blog, they reiterate the commitment to provide a 60-day notice prior to the end of the PHE, but urge states and healthcare providers to prepare for the end “as soon as possible.” With these upcoming changes in mind, I wanted to review key areas for providers to consider as they prepare for the end of the PHE. Enrollments continue to increase, putting state budgets at risk From the start of the PHE in February 2020 through April 2022, Medicaid/Children’s Health Insurance Plan (CHIP) enrollment has increased by more than 17M people and this is affecting every state. Nearly half of all states have experienced an increase of more than 25% during this time period, with some experiencing increases of more than 40%. Given an average Medicaid cost to states of more than $8.4K per capita, that translates to an increase of billions of dollars. Once the PHE expires, states will have 12 months to redetermine eligibility for continued enrollment in the program, or risk bearing 100% of the associated cost. Preparing for the end of the PHE To avoid unnecessary expenditures and ensure that citizens are receiving access to the correct services, states will have to conduct a holistic review of their Medicaid rolls to confirm eligibility. In CMS’s guidance for states to prepare for the end of the PHE, they recommend creating an automated process to handle this unprecedented review. With the right partner, agencies can perform redeterminations of their existing registration rolls, and prepare for future services requests. Online marketing has grown in a digital world where so many people rely on their cell phones to organize their day, conduct research, and communicate with the world. According to Tech At Last, “most households now have between 5 and 10 screens. Those numbers include tablets, PCs, notebooks, smartphones, and televisions. These devices include any screen that enables users to watch or read content.1 Audience modeling can help simplify the chaos of digital channel segmentation Utilizing digital channels allows marketers to reach consumers where they increasingly spend their time. Whether it is their Inbox, streaming service, social media, or other digital platforms, knowing consumer preferences makes the marketing experience more meaningful. In other words, capitalizing on audience modeling to determine the best channel and how the consumer engages with the channel can make all the difference. For example, to showcase your new Hybrid, you may not want your video advertising shown on a YouTube channel about construction! The same commercial would resonate far better on a channel with DIY or gardening shows. I love the random “National” holidays that are popping up. Did you know we recently celebrated National Chocolate Chip Cookie Day? It’s no 4th of July or Labor Day, but I love cookies, so I’m gonna roll with it. Today, we will chat about Identity Resolution in relation to strategic marketing. Identifying who you want to target as part of a strategic marketing campaign is critical as a marketer in the auto industry. Experian defines this process as identity resolution or “the ability to stitch together and unify the names, addresses, emails, device IDs, cookies (not the yummy kind), and other identifiers associated with customers.” Today’s marketers risk working with outdated, fragmented, or incomplete data without proper identity resolution, which correlates to inefficient campaign targeting and wasted marketing dollars. So, let’s use baking a chocolate cookie as an example. For the perfect cookie, you need flour, white sugar, brown sugar, salt, baking soda, butter, vanilla, eggs, and chocolate chips. There are a lot of ingredients, and you need all of them to make a complete cookie. When it comes to targeting consumers, let’s say you only have fragmented pieces of customer information for a woman who bought a car from you (partial ingredients). You have her name, the address where she lived when she purchased the car, and what looks like a work email address (that has bounced). So, it’s like having the flour, eggs, and sugar for your cookie! But you need the rest of the ingredients for the recipe, and you need to confirm whether any key ingredients have expired or “gone bad.” Or you may have customers you know through analytics who have visited a dealer or OEM website, but you can’t track them down further. You have an electronic footprint but no other identifying data. So, you have the critical ingredient like flour, but it’s not necessarily super helpful unless you have other pieces to complete the recipe. Find the missing ingredients with identity resolution solutions Marketers need to utilize solutions like data hygiene, database management, additional data append, digital identity resolution (to link anonymous online IDs to data assets), and identity graphs to help create a complete view of their customers and prospects. Last year, my wife and I decided to take advantage of Experian’s remote-work policy and move back to my hometown, so we could be closer to family and friends. As excited as we were, the idea of selling and buying a home during the market frenzy was a little intimidating. Surprisingly, finding a home wasn’t our challenge. We lucked out and found what we were looking for in the exact neighborhood we wanted. Our biggest challenge was timing. Our goal was to sell our current home and immediately move into the new one, with no overlap of payments or having to put our belongings in storage while we temporarily stayed with family (or in a short-term rental). Once we sold our home, we had exactly 30 days to close on our new home and move in. Since this wasn’t our first rodeo, I felt confident all would go smoothly. Things were on schedule until it came time to verify our income and employment. Who knew something so simple could be so hard? Let me share my experience with you (crossing my fingers you have a smoother experience in place for your borrowers): Pay statements — I was initially asked to provide pay statements for the previous two months. Simple enough for most borrowers, but it does require accessing your employer payroll system, downloading multiple pay statements and then either uploading them to your lender portal or emailing them to your loan officer (which no borrower should be asked to do). This took me less than 30 minutes to pull together. Verification report — After reviewing my pay statements, my lender told me they needed an official verification report on my current and previous employers. At the time, Experian had just acquired Corporate Cost Control (now part of Experian Employer Services), a company that offers verification-fulfillment services for employees, employers and verifiers. I told my lender I could provide the verification report via Corporate Cost Control and they agreed it would be sufficient. This took me several days to figure out. HR information — Just when I thought we were good, I received an email from my lender asking for one last thing — the HR contact information of my current and previous employers. Obtaining this information from Experian was easy, but I didn’t know where to start with my previous employer. I ended up texting some former colleagues to get the information I needed. This too took several days to figure out. Finally, I got the call from my lender saying everything checked out and I was good to proceed with the underwriting process. Whew! What I thought would take 30 minutes ended up taking a full week and threatened our ability to close on time. And not to mention was a massive headache for me personally. According to Experian’s Automotive Market Trends Report: Q1 2022, new vehicle registrations were down 19% from the prior year—declining to 3.4 million. Used registrations went from 11.4 million to 9.9 million year-over-year, decreasing 13.2%.
Even before the COVID-19 pandemic, many Americans lacked equal access to financial products and services — from tapping into affordable banking services to credit cards to financing a home purchase. The global pandemic likely exacerbated those existing issues and inequalities. That reality makes financial inclusion — a concerted effort to make financial products and services affordable and accessible to all consumers — more crucial than ever. The playing field wasn't level before the pandemic The Federal Reserve reported that in 2019, Black and Hispanic/Latino families had median wealth that was just 13 to 19 percent of that of White families — $24,100 and $36,100, respectively, compared to $188,200 for White families. That inequity is also reflected in credit score disparities. While credit scores, income, and wealth aren't synonymous, the traditional credit scoring system leads marginalized communities to be disproportionately labeled unscoreable or credit invisible, and face challenges in accessing credit. New research from Experian shows that in over 200 cities, there can be more than a 100-point difference in credit scores between neighborhoods — often within just a few miles from each other. Marginalized communities bore the financial brunt Minority communities were also disproportionately impacted by COVID-19 in terms of infections, job losses, and financial hardship. In mid-2020, the Economic Policy Institute (EPI) reported Black and Hispanic/Latino workers were more likely than White workers to have lost their jobs or to be classified as essential workers — leading to economic or health insecurity. Government initiatives — including the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the Paycheck Protection Program (PPP) and the American Rescue Plan — created expanded unemployment benefits, paused loan payments, eviction moratoriums, and direct cash payments. These helped consumers' immediate financial well-being. The National Bureau of Economic Research found that, on average, U.S. households spent approximately 40 percent of their first two stimulus checks, with about 30 percent used for savings and another 30 percent used to pay down debt. In some communities highly affected by COVID-19, consumers were able to pay down nearly 40 percent of their credit card balances and close more than 9 percent of their bank card accounts, according to recent data. Stimulus payments have been credited with reducing childhood poverty and helping families save for financial emergencies. That being said, people on the upper end of the income scale were able to improve their financial situation even more. Their wealth grew at a much faster pace than people at the bottom end of the income distribution scale, according to data from the Federal Reserve. How the pandemic deepened financial exclusion Although hiring has picked up in low-wage industries, research indicates that low-wage jobs have been the slowest to return. According to a survey by the Pew Research Center, among respondents who said their financial situation worsened during the pandemic, 44 percent believe it will take three years or more to get back to where they were a year ago. About 10 percent don't think their finances will ever recover. Recent Experian data shows that consumers in certain communities that were already struggling to pay their debts fell into an even bigger hole. These consumers missed payments on 56 percent more accounts in the period between spring 2019 to spring 2020 compared to the year prior. Credit scores in these neighborhoods fell by an average of over 20 points during the first 18 months of COVID-19. That being said, U.S. consumers overall increased their median credit scores by an average of 21 points from the end of 2019 to the end of 2021. When consumers with deteriorating credit encounter financial stresses, often their only recourse is to pile on additional debt. Even worse, those who can't access traditional credit often turn to alternative credit arrangements, such as short-term loans, which may charge significantly higher interest rates. Without access to affordable financial services and products, subprime or credit invisible consumers may not get approved for a mortgage or car loan — things that might come much easier for consumers with better scores. This is just one reason why financial inclusion is so important — and why financial services companies have a big role to play in driving it. One place to start is by taking a broader view of what makes a creditworthy consumer. In addition to traditional credit scoring models, new tools can leverage artificial intelligence and machine learning, along with alternative data, to analyze the creditworthiness of consumers. Whether a consumer has a brand-new or used vehicle, it’s inevitably going to need regular maintenance and require repairs. Fortunately for aftermarket professionals, the aftermarket “sweet spot” is continuously growing—a trend that should be watched closely. Vehicles in the sweet spot are typically between six- to 12-model-years-old and have aged out of general OEM manufacturer warranties for any repairs. Knowing the model year and type of vehicles that are in operation will be important for aftermarket professionals to determine what parts may be needed, and anticipate potential consumer needs. According to Experian’s Automotive Market Trends Report: Q1 2022, 35.8% of vehicles in operation (VIO) now fall within the aftermarket sweet spot, a 6.5% year-over-year increase. It is important to note that the aftermarket sweet spot max volume record of 104 million is expected to be broken over the next 12-18 months, considering the sweet spot volume was 100.3 million through Q1 2022 and the last time it exceeded that number was nine years ago. The increase will create more opportunities for aftermarket professionals as more vehicles will potentially need maintenance. Aftermarket “sweet spot” will continue to grow Right now, the aftermarket sweet spot consists of model years between 2011 and 2017. There were 10.5 million 2011 model year vehicles on the road through Q1 2022, this low volume will transition into the post-sweet spot next year. At the same time, there will be 16.5 million 2018 model year vehicles entering the sweet spot. Furthermore, an estimated 16.7 million vehicles in operation with a 2019 model year and almost 14.3 million vehicles in operation with a 2020 model year will be transitioning into the sweet spot in the next two years. When these model year vehicles enter the sweet spot, the current 12 million vehicles with a 2012 model year and an estimated 13.7 million 2013 model year vehicles will transition into the post-sweet spot, resulting in a notable increase. Watching this data closely will allow aftermarket professionals to continue assisting with maintenance and repairs for these vehicles that are currently on the road, as well as prepare for what’s to come to the aftermarket industry in approaching years. Online transactions face a higher chance of being declined because face-to-face transactions come with a higher degree of confidence.
